The year 2008 is expected to finish as one of the 10th warmest years on record, since record keeping began more than 150 years ago, according to a report this week from the World Meteorological Organization (WMO).

Also in 2008, Arctic sea ice dropped to its second-lowest level since modern satellite monitoring began in 1979.

The WMO estimates 2008’s global combined sea-surface and land-surface air temperature is about half of a degree Fahrenheit above the annual average temperature of of 57.2°F (14°C) from 1961-1990. However, the global average temperature was slightly lower than in very recent years because of strong La Nina pattern that cooled ocean temps.

To judge from the coverage of Earth-friendly measures and green innovations in the news, you might think that ever since An Inconvenient Truth Americans have been moving, however slowly, toward addressing the causes of climate change.

Not so fast. According to the Department of Energy’s independent number-crunching agency the Energy Information Administration, greenhouse gas emissions in the United States actually rose in 2007 to a level 1.4 percent above the previous year. What’s more, that growth was higher than the average annual growth recorded since 1990.

The World Wildlife Fund (WWF) issued a report earlier this week stating that global warming is increasing at an even faster pace than the Intergovernmental Panel on Climate Change (IPCC) forecast in 2007. The report, “Climate Change: Faster, Stronger, Sooner,” was pegged to the Oct. 20 Luxembourg meeting of the European Union’s Environment Ministers.

Despite concerns about the global financial crisis, the ministers have chosen to stick with their environmental improvement plan – to reduce greenhouse gases 20 percent by 2020. The WWF would like to see that increased to 30 percent.

Announced this week is news of another way in which warming climates may exacerbate warming by adding more carbon to the atmosphere: A letter published online by the journal Nature Geoscience offers an abstract of research into carbon release by peat moss.

The work, led by Takeshi Ise of Japan’s Agency for Marine-Earth Science and Technology, was a simulation using data from both shallow and deep peat areas in Manitoba, Canada.

We’re already used to worrying about at least one set of issues when it comes to melting caused by global warming: that water entering oceans from disintegrating arctic ice may cause sea levels to rise worldwide.

Now scientists suggest that another sort of melting could not only be caused by climate change, but could in itself accelerate it. At issue is not polar icecaps but permafrost, the frozen ground found in the far north.

While the world waits for Washington to act on one looming crisis - the Wall Street mortgage debacle - states in the Western U.S. acted today on another crisis, announcing a plan to reduce emissions to combat global warming.

The Western Climate Initiative, a collaborative of seven Western states and four Canadian provinces, agreed to try to reduce carbon emissions to 15 percent lower than 2005 levels by 2020.

The numbers are in from the National Snow and Ice Data Center (NSIDC) and declining ice thickness is at a hazardous level; observed to be the second-lowest coverage on record, scientists said this week.

According to the NSIDC, on September 12, 2008, the sea ice extent dropped to 1.74 million square miles (4.52 million square kilometers) — or a little less than half the area of the United States. This appears to have been the lowest point of the year, as sea ice has now begun its annual cycle of growth in response to autumn cooling.

Hurricane Ike, which knocked Galveston and Houston with a right hook reminiscent of Katrina, again raises the question of whether global warming is fostering monster storms.

It has become almost ipso facto among many climate change scientists and activists that global warming is a key culprit behind worsening hurricanes. They point out that tropical storms feed on warmer water, and warmer sea waters are a given these days, whether you believe that the sea change is caused by Mother Nature, greenhouse gases or little green men in space.

But weather forecasters and meteorologists take a more measured view of hurricanes. Trained to distinguish between causes and consider time lines and probabilities, they do not use “weather” and “climate change” interchangeably. Weather is a sudden occurrence - albeit with a hurricane it can malinger and loom with maddening deliberateness - whereas climate change is a gradual thing, building over many years.

So to the weather experts, the shorthand formula is not as simple as Storms + Warmer Waters = Worse Storms.

And the winner of the Union of Concerned Scientist’s “Science Idol” cartoon contest is. . . Justin Bilicki, a senior art director at ad agency Avenue A/Razorfish, who lives in Brooklyn.

The contest, an annual event for the non-profit alliance of scientists, invited cartoonists to explore the challenges and political pressures that impede or distort scientific inquiry. Bilicki’s cartoon, clearly informed by the debate over climate change and global resource depletion, features a scientist in a lab coat with a poster that declares: RESEARCH CONCLUDES: WE ARE DESTROYING EARTH.

Two men in suits look on, and one, holding a briefcase overstuffed with money and labeled “Government” asks, “Could you kindly rephrase that in equivocal, inaccurate, vague, self-serving and roundabout terms that we can all understand?”

Republican presidential candidate Arizona Sen. John McCain, who has historically opposed drilling in the Arctic National Wildlife Refuge (ANWR), has been uncharacteristically taciturn on the energy issue since he chose pro-drilling Alaskan Gov. Sarah Palin as his running mate.

Green-energy proponents find that ominous.

“With the pick of Alaska Governor Sarah Palin for his running mate, John McCain’s race towards the Bush administration’s failed energy policy is now complete,” Sierra Club executive director Carl Pope said recently. “… No one is closer to the the oil industry than Governor Palin. Along with her support for drilling in the Arctic Wildlife Refuge and off our coasts, she also opposes a windfall profit tax on the richest oil companies. …She has been dismissive of alternative energy, saying ‘alternative-energy solutions are far from imminent and would require more than 10 years to develop’, when in reality it is the oil she would like to drill that would take a decade to bring to market.”

The League of Conservation Voters (LCV) in Washington, D.C., showed a similar concern over Palin.

“Obviously, it’s a very disappointing pick for a (presidential) candidate who at one time made a priority of getting us away from the old fossil fuels of the past – Sen. McCain,” said David Sandretti, the League’s communications director.

Satellite pictures of the Arctic suggest that this year’s summer melt likely will be worse than last year’s, providing a dramatic demonstration of how global warming can snowball — no pun intended.

As the ice melts back farther and farther each summer, it loses its ability to reflect heat from the earth, becoming a contributor to, as well as a victim of, global warming. In addition, as the permafrost of the Arctic regions warms, it releases stored carbon, adding to greenhouse gases, and furthering the escalation of warming temperatures, scientists say. All this bad news, unfortunately doesn’t have any quick fixes, but will continue escalating until and unless global warming is stalled or reduced.
